The leadership skill has no effect on the results of the training session at all - any character is capable of training the same number of militia, and the same quality of militia, only slower or faster depending on actual skill. The only reason for this is because high leadership = faster training. When choosing a character for militia training, we often pick the character with the best leadership skill. By default, all of these new Mobile Militia will be Elites (dark-blue).
